Do you need to apostille your California Diploma?

If you attended a High School, College, University, or a Trade School in the State of California and plan to work, continue your education in another country, the requesting country will ask that your diploma be apostilled.  The diploma will need to be signed and notarized by the School’s Registrar prior to receiving an apostille from the Secretary of State.

In order to determine if your diploma has been notarized, you can look for the original signature of the Registrar and the seal and signature of the notary public on the diploma. Every school has policies and procedures on how a diploma is notarized. I recommend that you contact the school and find out their procedure and if they have a notary on staff.  You can also request a traveling notary to meet with the Registrar.


In some situations, the school will draft a letter on school letterhead certifying that the attached copy of the diploma is authentic.  This letter is then notarized and apostilled from the State office. Also, the country requesting your diploma will provide you instructions on what is required.

Once your diploma has been notarized, we recommend that you contact us so we can email you the instructions and order forms.  Also, some countries have strict requirements on how a degree should be authenticated.  These countries include: Kuwait, Qatar, and Saudi Arabia.  Documents destined for these countries require multiple steps and additional supporting documentation.

The processing time and cost depends on the country requesting your diploma. For example, an original diploma signed and notarized in California for Italy is going to cost less than a diploma notarized in New York City and for Qatar.  Our staff can provide you the cost and processing time.

Document Legalization & Attestation

Documents destined for countries who are NOT members of the Hague Apostille Convention may require legalization and attestation.

All Secretary of State offices, including the Secretary of the District of Columbia, and the US Department of State in DC will attach a Certification to the original documents if the destination country is NOT a member.  Member countries receive an Apostille.

The following countries are NOT members of the Hague Apostille Convention:

For example, Kuwait is not a member of the Hague Apostille convention.  If you need a document to be authenticated for that country, you will first need to have the document authenticated by the State of California, The US Department of State in Washington, DC, then the Kuwait Consul in Los Angeles for legalization.  This multi-step is a requirement.

Some countries are less stringent.  For example, Brazil is also a country who is NOT a member of the Hague Apostille Convention.  Documents destined for this country do not require US Department of State Authentication prior to legalization at the Brazilian Consul in Los Angeles.

Apostille Birth Certificate

In order to process your California Birth Certificate for an Apostille, it must be an original or a certified original signed by the County Clerk.  For example, if you were born in San Francisco you will need to obtain a Certified Copy from the San Francisco County Clerk’s Office.  The same is true for all 58 Counties in California including Sacramento.

Documents signed by a Medical Doctor from the Health Services Department does NOT qualify for an Apostille.  Only County Clerk and State Registrar signatures are verifiable at the California Secretary of States level.

Before sending in your California Birth Certificate for processing, it’s important that you have the correct document.  If you answer no to any of the following questions, call us before you mail in your documents.

1. Is your document blue and pink in color?
2. Does it have a blue border?
3. Is the birth certificate signed by the county clerk / registrar recorder’s office?
4. Is the birth certificate for a person born in California?

If you answered yes to the four questions above, your document qualifies for a California Apostille.  Be sure to send us the original and include our order form.

If you answered no the any of the four questions above, your document doesn’t qualify for a California Apostille.   Some reasons why your document may be rejected is:

1. You don’t have a certified original.
2. Your birth certificate is outdated.
3. Your birth certificate is signed by a doctor.
4. Your birth certificate is from another state or country.

Apostille US Passport

Apostille US PassportWe specialize in fast same-day Apostille service for your United States (US) Passport.  If you are located in California, you can either mail in your original Passport to our office or you can meet with a local notary who will copy certify your Passport.  The notary will make a color copy of the Passport and attach a document called a “California Copy Certification by Document Custodian”.  We can email you this document if the local notary doesn’t have one.

Once we receive your Passport or the copy certification, we’ll process your document the same-day through the California Secretary of State’s office.  Once complete, your document will be delivered to your location the following business morning.  We also provide international shipping.  International shipping rates apply.

The US Passport on it’s own doesn’t qualify for an Apostille unless it’s copy certified.  Only a notary can copy certify your passport.  We have a notary on staff to help expedite the process.  If you are outside the United States or living in another State, please mail to us your original Passport so we can copy certify it and obtain the Apostille.  Be sure to mail-in your document by UPS, FedEx, or DHL and always get a tracking number.

If you plan to live, work, travel, or get married in another country, you will be required to obtain an Apostille on your documents.  The country requesting your documents will provide you a list of what is required.  From experience, the most requested documents are: Birth Certificates, Divorce Decree, FBI Background Check, School Diploma, School Transcripts, and Single Status Affidavit.

Some countries may request just one of the documents mentioned above while others may ask for more.  Translation services can be performed after your documents have been Apostilled unless the requesting country has sent you a power of attorney in their language.  A power of attorney will need to be notarized by a California notary prior to an Apostille.

If you were born in California, you will need to either have the original or a certified copy of your Birth Certificate.  If your document is not blue and pink in color, you will need to request a certified copy signed by the County Clerk’s office.  You can always order a certified copy of your birth certificate by visiting http://www.vitalchek.com

A Certified Divorce Decree can be ordered through the Superior of Court.  For example, if you were divorced in Los Angeles County, you will need to request a certified copy from the Los Angeles Superior Court.  This document will be stamped and signed by the Deputy Clerk.

You will need to request an authentication letter signed by the signed by the Criminal Justice Information Services (Biometric Services Division) signed by the Section Chief Kimberly J. Del Greco.  Be sure an original letter signed by the Section Chief Kimberly J. If you need your School and/or Transcripts Apostilled, please mail us the original documents.  We’ll copy certify your documents and obtain the Apostille.  There is no additional fee for the copy certification.  We can Apostille documents from an Elementary School, Middle School / Junior High School, High School, College, and University.  If you prefer not to mail-in your original documents, you can meet with a local notary who will copy certify your documents here in California.

A Single Status Affidavit will need to be obtained form the local County Clerk’s office near you.  For example, if you’re in Los Angeles, you will need to go-to the Los Angeles County Clerk and order the “Single Status Affidavit”.
